Enter the Otter Lake section from Otter Lake Road and use the parking lot near the restrooms and boat launch. The county map places the fenced dog area immediately east of that lot. Keep your dog leashed between the vehicle and the entrance gate.

Wooded trails and separate dog areas
The park offers more variety than a single open field. Dogs and handlers can follow wooded paths, pause in shaded areas and use open sections for play. Choose the fenced section that matches your dog and follow current gate signs.
The boat launch and Otter Lake shoreline are neighboring park amenities rather than part of the off-leash boundary. Leash your dog before leaving the enclosure and do not use the boat launch as an off-leash swimming area.
What park goers say
Park goers often praise the mix of wooded trails, mature trees, shade and open terrain. Visitors also value the park’s size and the separate smaller-dog section, especially for dogs that enjoy exploring instead of staying in one play field.
Common cautions include muddy ground after wet weather, uneven natural surfaces and a perimeter fence that may appear lower when snow accumulates. Bring drinking water, waste bags and weather-ready footwear, and watch dogs closely near the fence and natural water areas.
Rules before you enter
Ramsey County requires dogs to be leashed before entering and when leaving. Dogs must be licensed and vaccinated, remain in sight and under verbal control, and be removed immediately if they behave aggressively. Owners must fill holes and clean up waste.
Dogs in heat and puppies under four months old are not allowed. Children under 12 must be accompanied and supervised by an adult.
